Somewhere between the signed contract and the closing table, most Aqualane Shores buyers ask their insurance agent some version of the same question. My seawall and dock are fine, right? I already carry flood insurance. The honest answer, more often than the question deserves, is no. A standard flood policy in Aqualane Shores insures the house. It does not extend to the wall holding back the canal or the dock the boat ties up to, which happen to be the two structures that justify the address in the first place.

That gap rarely shows up on a listing sheet. It shows up later, after a storm, when a claims adjuster explains in plain language what the policy was never written to pay for.

What A Flood Policy Actually Covers

The National Flood Insurance Program's standard dwelling policy insures the structure of the home and, depending on the form, certain contents. It was built to protect a building against rising water. Seawalls, bulkheads, docks, and similar exterior marine structures fall outside that scope by design, not by oversight. This is standard policy language, not a Naples quirk, but the exclusion lands differently in a neighborhood where the wall and the dock are doing more work than almost anywhere else in the city.

That is the entire premise of the neighborhood. A buyer here is not just purchasing square footage. They are purchasing unobstructed access for a vessel, and the wall and dock are the physical mechanism that delivers it. The flood policy protects the house sitting behind that mechanism. It has nothing to say about the mechanism itself.

The Real Cost Sits Outside The Policy

Permit fees for marine work in the City of Naples are modest on their own. A dock or seawall permit runs roughly $0.30 per square foot with a $100 minimum, plus a plan review fee equal to 20 percent of the permit cost. That is not where the exposure lives. The exposure lives in the repair or replacement bill that follows once a wall starts failing, and Aqualane Shores has enough age on its infrastructure that this is not a hypothetical. The neighborhood was platted starting in 1949, with the first homes completed the following year, which means a meaningful share of its seawalls have already lived through multiple decades of tidal flow and storm cycles.

The Naples Pier rebuild, immediately adjacent to Aqualane Shores, is currently active, with the City's completion target now extended to November 15, 2026 after a Florida Department of Environmental Protection final order in November 2024, a supplemental biological assessment in April 2025, and FEMA's May 2025 confirmation that the project qualifies for in-kind replacement. That project has put marine permitting, insurance renewals, and seawall condition squarely on the neighborhood's agenda this year, and buyers under contract right now are having these conversations whether they planned to or not.

It is also a reminder that City of Naples marine permits cover more ground than most out-of-market buyers expect: docks, boat lifts, pilings, seawalls, riprap, and dredging all require one, and some scopes of work need state or federal sign-off before the city will approve anything. Aqualane Shores is also identified by the city as a vulnerable sub-basin, with portions falling in Zone AE and Zone VE, which is why flood insurance is mandatory here in the first place. The mandate exists. The coverage most buyers assume comes with it does not.

What To Confirm Before You Sign, Not After

A few items belong in the inspection period, not in a post-closing surprise:

Order an independent seawall and dock inspection. Ask specifically for cap condition, tie-back and anchor integrity, weep hole function, and any sign of soil loss behind the wall. Most of a seawall's failure happens where you cannot see it from the yard.

Verify permit status, not just visual condition. A dock or lift that looks solid can still be unpermitted or grandfathered in a way that limits what you can do with it later. Ask whether the structure was built to current code or under an older, more permissive standard.

Confirm what the Aqualane Shores Association does and does not handle. The Association is active on community coordination, from clean and safe waterways to neighborhood notices, but it is not a restrictive HOA and does not step in to maintain an individual owner's seawall. That responsibility sits with the property owner.

Ask your insurance agent the specific question, not the general one. Do not ask if you have flood insurance. Ask what your flood policy excludes, and whether a separate endorsement or a homeowner's policy rider can address the seawall and dock. The answer varies by carrier, and it is worth having in writing before you close.

Check the canal's maintenance status. Canals in Aqualane Shores fall under the West Naples Bay Special Taxing District, which oversees dredging and navigation upkeep. Whether a canal has scheduled or recent dredging, and whether any special assessment is tied to it, is a legitimate diligence question alongside the seawall itself.

None of this changes what makes Aqualane Shores worth the premium. The deep water, the no-bridge access, and the short walk to Third Street South's restaurant row, including The Continental, Campiello, and Osteria Tulia, are still the draw. It simply means the diligence has to match the value at stake.

A Few Questions Worth Asking Directly

Does the Aqualane Shores Association repair seawalls? No. It coordinates community matters and communicates neighborhood updates, but seawall and dock repair is the individual owner's responsibility under Florida practice, confirmed by deed and any applicable association documents.

If my seawall was permitted decades ago, is it still legal to use as-is? Generally yes for continued use, but any repair or replacement work triggers a new permit review under current Collier County and City of Naples standards, and most structural work on panels, caps, or tie-backs requires that permit regardless of the wall's age.

Can I insure the seawall and dock separately from my flood policy? Speak with your insurance agent about endorsements or a rider under your homeowner's policy. Coverage options and pricing vary by carrier, so this is worth confirming in writing during your due diligence window rather than assuming it exists.
